power supply

I think I have a bad power in d8b. power light comes on, board says loading please wait but no fans, hard drive not spinning and with meter, no voltage that I can find. Power supply is a Sparkle SPI-250G. 1st question-have I missed something? checked all fuses, 8 I think and shouldn't the fans run? 2nd question-If I order a SPI-250 G, will I have every thing I need, connectors etc.
