Also, if you're using a USB-to-serial converter instead of a serial port, make sure it is guaranteed by the manufacturer to be compatible with Win 8.1. I recall having some initial COM problems with Win 7 because the OS didn't recognize the converter. I replaced my original USB-to-serial converter with the one in my signature block and my COM problem went away.
