Service pack 3 not enough space on floppy 2

Trying to load service pack 3 onto floppies and I keep getting told that there is not enough space on the floppy disk.I am not trying to extract all 3 files onto the floppy but each file individually.File 2 says that it is 1.49 Mb in the file so the 1.44 floppy obviously does not have enough space...

What am I doing wrong?

You must follow the instructions here to the letter to make your floppies.

Turns out I had to download an old version of winzip because my current compression software didn't easily give me the ability to follow the instructions accurately.
